Charmander appears in the starter-choice configuration. If you chose another starter, its configured challenge is to finish 2 runs, win or lose, before the later encounter/capture stage. The starter-choice flag does not mean every new account owns all three starters.

Evolution
The reference chain is Charmander → Charmeleon → Charizard. These are evolution forms rather than three separate League starting entries. Exact in-run levels are not verified here.
